Simpsonville City Council Report By Tim Pinkerton, Councilman Ward 5

In July and August, the Simpsonville City Council was active with new business to be reviewed, discussed, and voted on. The August 13th Business Meeting included the following.

2nd Reading of O-2024-03 Stormwater Development Standards Ordinance

This ordinance amended Article 10 of the Simpsonville Land Development System that is subject to Simpsonville’s MS4 permit to require that all Stormwater management systems meet the design requirements for a 100-year Storm. Since Simpsonville participates in Greenville County’s stormwater regulations, this will be adopted into the County’s Manual. This ordinance passed 7-0 and is a good step in addressing the areas storm water problems. Council is also considering seeking grants to hire a qualified firm to perform a storm water study within the City limits.

2nd Reading of O-2024-04 Fiber Franchise Ordinance/Agreement 

This ordinance passed 7-0. The meeting was attended by a representative of Frontier Communications to answer any questions Council had. The reasons for adopting this ordinance were citizens concerns over communication companies installing fiber internet cable without notification and damaging yards.

Council also approved a 20 MPH speed limit in the Poinsettia Neighborhood. There are both 20 and 25 MPH signs in Poinsettia and this created consistency throughout. 

Council elected Elliot Hirshorn to the Planning Commission due to a vacancy on the Commission.

At the Committee of the Whole meeting on August 19th Council discussed imposing impact fees on future development. If enacted it will require an independent study and in accordance with the Development Impact Fee Act, SC Code Section 6-1-910. Some of Simpsonville’s neighboring Cities are also looking into impact fees and the Town of Clinton recently adopted an Impact Fee Ordinance. If enacted it can collect fees on developers to supplement the cost of infrastructure and public service needs.

The following roads in Simpsonville are scheduled to be paved in this year’s budget. Buckboard Ln, Goldrush Ct, Chickamauga Ln, Coalmont Ct, Clearcreek Ct, Southern Oaks Ct, Blackhawk Dr, Skye Ct, Deer Run Ct, Foxworth Ln, Rapidan Ct, Webb St, Concord Ct, Shiloh Ct, Chuckwood Ct, Menlo Dr. This accounts for 1.74 miles of roads.

Stormwater issues, traffic and growth continue to be on the forefront of Council’s agenda and discussions. These are some of the items heard and discussed.
